This consent in central Croydon has been carefully worked over a number of years and will replace 80, 1960s built, substandard council flats in 8 buildings with 445 high quality homes in 4 new buildings ranging from 5-32 storeys. 156 will be affordable homes. 43% of the London affordable rent units will be family sized apartments. The scheme also includes active ground floors onto Wellesley Road with commercial, community and leisure use. The flexible community spaces will be coordinated by a specialist provider for multi-use activities such as classes, meetings, fitness, interfaith rooms as well as evening film screenings and local theatre. There will also be a new central landscaped square and extensive planting on all other outside spaces.The current estate suffers from anti-social behaviour, including drug misuse, fly-tipping, vandalism, and the flats are badly insulated with some lacking central heating. There are no lifts. The client purchased the freehold and has assembled c.50% of leaseholds from owners that were keen to sell. Two public consultation events were held with over 4,500 local stakeholders and residents invited to each. 62% who attended each were in favour.
Terrapin provided insight and a political strategy that helped take the scheme from a recently bankrupted Labour administration through local government reform to the arrival of a newly created Mayor with a Conservative-controlled council. We assisted in liaising with councillors and officers, arranging public consultations and specialist events for stakeholders. The Croydon planning committee voted unanimously to grant a consent to the scheme.
